Can the banner be placed on border of the table?

Where the banner must be placed? (outside or inside the playing area) And if it can be deployed outside the table, can the banner be lower than the bottom of the playing area

And which is the height of the borders?

Yes

Where the banner must be placed? (outside or inside the playing area)

The only rule is that the banner must not be more than 50mm inside the table. It can be any height, and as much outside as you want.

can the banner be lower than the bottom of the playing area

Yes, see Figure 5

And which is the height of the borders?

70mm
