Can the banner be rotating?

Can the banner be rotating? That is, it should be 500 mm long x 250 mm wide since the regulations do not prohibit turning, as long as the minimum surface area is met, we understand that it would be valid.

The rules says : the banner must be 500mm long and 250mm high
