Question

How can this constraint be understood:

"The maximum level is 3, and to reach this level, game elements are allowed to exceed the authorized height limit until 430 mm, but only in construction areas."

When is it allowed to exceed the maximum height? During constructing in front of the construction areas or only in the construction areas. Because then a 3 level tribune is hard to build in the small construction areas, because the robot cannot enter this area when allready a 1 ore 2 level tribune is inside. So to lift the tribune to the third level is nearly impossible.

The game elements only need to be partially in the construction area to be allowed to benefit the height exception
